‍The council takes your rubbish away — but who is responsible for cleaning it?

We are all familiar with the usual procedure: you put waste into your bin, roll it out to where it's normally collected,  the local council comes and carries out its task by emptying the bin, removing the waste and thus keeping the community's wastes system going.
